Policy Note

A policy note is a document in which a government agency or minister sets out its policy intentions and considerations on a specific subject.

A policy note serves as a policy instrument to formulate, substantiate and communicate proposed policy. It is frequently prepared prior to the adoption of formal regulations or decisions and provides insight into the government’s policy objectives and considerations.

In practice, a policy note is used to promote transparency and to solicit responses from stakeholders. It contributes to consistent policy development and may serve as a basis for subsequent legislation or implementing decisions.

“The Minister has published a policy note on addressing the housing shortage in the major cities.”
